because there is always the chance that something could happen to the shuttle. if the shuttle crashed into the ocean, carrying ton and tons of nuclear waste, what do you think is gonna happen? uhm... dead fishies... polluted water... waste dissipating all over the ocean polluting shorelines with nuclear waste. it would just be one huge mess. and i dont think it would matter how unlikely it is to crash, you dont want to take that risk do you?

Because sometimes there is an accident and the rocket blows up. Then you would have all that radio active material spread around like a dirty bomb. If putting things into space was 100%, then it would be a good idea. Nothing is 100%, not even airlines, they have crashers every so often.

What? Polluting our own planet isn't enough? We need to pollute space also?
