Hi Dana, if the paint you are using is peeling so easy that means you are using a watered down paint. You need a paint that is either something like our TS-100 which pros use, or a good Urethane coatings. Neither will come off when wet and look beautiful on counter tops.

you don't have to replace the counter top - thats the good news.
the 'bad' news is you really have to invest some good old fashioned sweat to remove the old paint and the old wallpaper.
once it is all off, wash the counter with t.s.p. ensuring you remove all the old glue, dirt, grease and grime.
now you can simply go purchase 'mac-tac'. pick a pattern you like and put it on. make sure there are no air bubbles as you apply it. if you damp wipe your counter daily and keep it clean this should last you for many years! its relatively inexpensive and pretty easy to do.
it comes in a wide variety of patterns, colors, designs including one that looks like butcher block.
just make sure the counter is really super clean before you start adding the mac-tac.
if your area doesn't have mac-tac home depot, rona, home improvement stores have similar products.

I have seen an awful lot of tiled counter tops ,Looking at the money aspect its probably the cheapest way out. Like I say repeatedly about tile projects get hands on experience go to Home Depot or Lowes for a tile installation seminar.

Here's the deal. You can do it, but it will take some work. With that said, the first thing is to get it down to bare wood. Once you have done this there are several options that you can do. One is to get some laminate and cover it yourself, you can get the glue at home improvement stores where you can also get the laminate. Just be sure to get the top level and smooth before you start.
Second, is get some tile and tile the top. Be sure to add some sealer in the grout to make it water proof.
the main thing is to get down to the original wood top and to get it smooth and even. then you have a bunch of options.

you can paint it with a marine grade paint. its water resistant. so it will be OK for spills. other than that.. they now have companies that specialize in overlaying counter tops. look up some remodeling companies. give a call and ask them about overlaying the counter tops.
