I have an Irish passport, so i would move to Ireland.
But seriously, there is nothing to worry about.
Regardless of what technological advance appears, our constitutional rights do not change.
When the mail delivery system came into place more than 100 years ago, people were paranoid that the govt would intercept their mail.
When the telegraph was invented, people were paranoid that the govt was listening in.
Ditto the telephone.
When the fax was invented, people were worried that the govt would intercept sensitive documents
Ditto email and the internet.
The govt has no more rights than it did 200 years ago.
And they certainly cannot force you to carry a piece of equipment, let alone have it implanted.
Private interests can market an implant to you and you can choose to wear it, of your own free will.
But the govt. cannot.
People have historically had a distrust of the govt using technology to keep tabs on their citizens. People read 1984 and got scared.
But we are not being watched any more than we were 100 years ago. Security cameras have replaced beat cops. It is still easier to access your bank account info by going through your trash than it is to hack into a system that cost millions to secure.
Rest easy.
Your liberty cannot be taken away from you. You can only voluntarily give it up.

I would invoke the Second Amendment and the Declaration of Independence.
The relevant phrases from the second paragraph of the Declaration of Independence include: We hold these truths to be self-evident,that all men are created equal, that they are endowed by their Creator with certain unalienable rights ... That to secure these rights, governments are instituted among Men ... That whenever any Form of Government becomes destructive to these ends, it is the Right of the People to alter or to abolish it.
The second amendment protection of the right of the PEOPLE to keep and bear arms, as necessary to the security of a FREE state, is referring to that portion of the Declaration of Independence.

Fortunately, such a thing would never happen. Christians have a prophesy about such things being a "Mark of the Beast" and would literally raise up an armed militia to fight against any governing body that attempted such a law. I'd join 'em.

Its going to happen only worse, you will die for refusing it during the great tribulation. Since its automatic damnation if you take it, I would have to choose jail or death as a Christian. The Christians will be raptured out of this world before this happens.

I would fight their right to implant me in the courts long before they actually implanted me. If by some slim chance, I lost in court, I would leave and go to a Country that is free.

but not cause i dont want an implant its cause
the gov already has to much power
i'd resist and try to help to throw the county into Anarchy.
