Can I teach an old thought? Yes. Every teacher does. All our education material came from old sources

"To think new ideas- " is another question but is phrased disjointedly. Did you mean Can I think new ideas? - Yes.
DId you mean can I teach old thought to think new? Not in all subjects.
In some classes , a teacher can try to encourage thoughtful innovation of an old idea. Most of the time however, It is hard enough to teach old thought without having to go to new and improved. You will be amazed at how people and institutions cannot even let go of a "dumb, insane, obsolete rule which doesnt make any sense" .

I'm not sure if I understand your question completely. But let's take these into consideration:

1. You can change someone's mind about something. Like for instance, people used to believe the Earth was flat, then the discovery was made that it was actually round. So people adopted this new idea and never thought of the world as flat anymore. But, they could recall that they once thought it was flat, therefore the knowledge was never really "written" over, it's just that the knowledge they gained now is what they believe over the knowledge they had believed before.

2. It is possible that in moments of crises, like losing one's memory (of course, this is speculative and up for much debate) the brain creates "new" memories in place of the old memories. Not to say that the old memories and knowledge are "written" over, but the brain no longer knows how to access those memories and relies on the new knowledge to function.

3. It has been suggested that with serious brain damage and part of the brain is lost, the brain has the ability to create new neural pathways to compensate for brain cells that can no longer work in it's designated function. In this case, I guess it gets closest to "teaching" the old thoughts in the sense of what that part of the brain was allocated for, and reassigning it to another area to learn new thoughts.

Every time you learn something, it's new to you and your teacher never had the same perspective that you did, so they couldn't have thought about the idea the same way exactly. To answer your question, though, all ideas are new and if you learn an old concept, it's going to have a new light with your added perspective.

There are no old thoughts. If you take books from 2000 years ago, from 600 years ago, from 100 years ago, from 20 years ago and modernize the language while updating identifiers like vehicles, foods, and customs, you can not tell when they were written.

People are still agonizing about love and fortune in pretty much the same terms. Some see better than others, that's about it.

Without a doubt. People have been debating about old thoughts in new ways for thousands of years.

A thought cannot think. The act requires an actor. If there are no people to think, there are no thoughts.
