No it is not legal in Texas.I don't know of any state that it is legal.But things may have been changed since I took driving lessons there. Ask a Policeman.

don't know about tx but i'm pretty sure that it's a myth that it's against the law to drive barefoot....it may be a state to state thing...but plenty of ppl do it and it's not illegal
