i know it sounds stupid but someone told my mom that and shes teaching me to drive so i figured id look into it because i cant think of any logical reasons that it wouldnt be....

Yes, You are not suppose to drive without shoes. It sounds silly to me too.

I"ve been driving in TX for 32 years, oftimes barefoot, and this is the first I've heard of it.

No it is not legal in Texas.I don't know of any state that it is legal.But things may have been changed since I took driving lessons there. Ask a Policeman.

don't know about tx but i'm pretty sure that it's a myth that it's against the law to drive barefoot....it may be a state to state thing...but plenty of ppl do it and it's not illegal

Nope I did it one day after swiming at the city pool and a cop pulled me over for something and then also gave me a warning
