You asked for the best, so here they are! They are not cheap by any means.
The Jefferson Hotel is a beautiful, classically designed hotel located on the edge of the Fan District. I believe that it is over 100 years old, but it is still a 5 star hotel. From this hotel, you can walk to the restaurants and shops on Presidents Row (boring to me, except for 3rd St. Diner) or walk over to the areas serving the VCU students. (Grace St. and Cary St.) Also, you can walk over to historic Hollywood Cemetery where two US presidents are buried, and one CS president is buried. The Jefferson Hotel also provides limo service to get to other local attractions/shopping.
There is the Richmond Omni, located at the top of Shockoe Slip. It is "tower 4" of a high rise business complex. There are plenty of shops and restaurants in Shockoe Slip, plus there are even more restaurants and shops in Shockoe Bottom.
If you can not afford either of these, post the question again with your price range and I will try to find you something appropriate. Like most cities, Richmond has its good spots and its trashy spots. I will do what I can to help.
