Yeah, it sounds like Apt Pupil to me, based on Stephen King's short story of the same name, as pointed out by Kaija. It's in the book called Different Seasons.

I second Apt Pupil .. there might be another one with a similar plot, but that's the only one I can think of.. It stars Ian MacKellan and Brad Renfro.. (and is based on a short story by Stephen King)

Apt Pupil and that movie is WEIRD. It's just weird when he gets into his marching and it kind of puts shivers into your spine. Just creepy.
