Would it help if i said i have reflectors?

The best one I can think of is Java Moss, but it will be a pretty weak carpet. You probably get a little ambient light, so it should be okay... It won't really be a direct carpet though, you will probably prefer Dwarf Hairgrass... that should be fine in that light as well.

You can go with java moss , or any other other moss( flame moss looks best to me since it grows to the top. Now since you have low light you are going to have to be patient in the carpet forming, the weaker the light, the slower the carpet will form.Now if you have a something like a 5 gallon with that light you can try hair grass ,but it won't grow too far

I agree, java moss is probably your best bet. I've noticed since I've turned the light off more so in my tank, it's starting to grow a lot more.
