Hmm, I'd do some dirty detective work, myself.
Post an ad on Craigslist.org somewhere in the personals - missed connections - to see if anyone there knows where he's working.
Call a friend of his and casually ask for his work phone number, since you lost it.
If you have any idea what line of work he's in, call a couple of businesses in N.C. and start asking around. Just be friendly and calm, if they ask who you are, say you're an old friend.
She could also bluff - call him and say "Look, I have all the information I need to take you to court. So you can either fess up yourself or face purgery charges for lying about your employment."
The Social Security office may also be able to tell you if he's working.
OR- here's the best idea yet. Set up a fake e-mail address and e-mail him, pretending to be a girl his friend wants him to meet or something. Send a fake picture (just find one online) and chat him up. Talk like you want to meet him, but get to know him first - ask all the questions you'd normally ask - hobbies? kids? work? etc. But not in the first e-mail. Build up a "friendship" with him online first.
Or, his Myspace page might say where he works. If you can't find him there, try googling his name, age, etc. followed by site:myspace.com. For example:

All she should do is contact the child support enforcement with the state of NC, It only costs $ 25 in most states.
they run a check for his name and./or social security number with all of the employers. call and talk with them, I'm sure they can help. .. what kind of work does he do?
I know someone who paid a crack head 20$ and the crack head found out all kinds of info about the dad.!!! (LOL)

She should apply for assistance at her local Child Support Enforcement Agency. Not sure what the laws are there, but they should be able to take over her order and enforce it for her.
