Fans can spin out the lubricant. Could be either the CPU cooler fan or the power supply fan. If the computer is still under warranty contact the manufacturer.

Eventually the fan(s) can stop spinning, when that happens the computer will quickly overheat. If it's the CPU cooler you will get overheating error messages. If it's the power supply, the ps will just die and you won't be able to power it up anymore. Been there done that - seen both happen.

Replacement power supply ~$20, replacement CPU cooler ~$20.

The noise could be the fan which may be normal or it could be the HD. Some HD's are loud and that is just the way they are. You could try to replace them but I do not know of anything to make them quieter.

its loud BECAUSE its new, and not despite it.
new computers are powerful and need powerful cooling.

if could be the cpu fan, graphics can fan, case fan, hard drive.

if it is the cpu fan, check out the zalman flower heatsink, or something similar.
