Never. While your question is commendable, it really is fantasy. For wars to end there requires major modifications to our priority. That won't happen. We live in a world with 2 major political systems = capitalism and socialism. Infused with 5 major religious systems.
Capitalism and democracy are the bastard children of freedom. Socialism is equal opportunity poverty straight across the board.

War, while many cite evil or greed or bigoted-views as the cause, they only hit the surface and usually only the external manifestations of the very basic survival based animal instincts that lead to war.

Competition for resources. The animals that are smart and strong enough to secure territory, food, and water carry on their genes. The gene lines that cannot successfully compete perish. Humans, a social and tool-making animal, have elevated this competition to war. Humans can and have moved towards better utilization of resources in an effort to make competition at the war level increasingly unnecessary, but the impending over-population could reverse the great gains made in the 20th century.

War has been going on since time immemorial within this material world according to the Vedic Knowledge. Krishna says in the Gita "As long as tier is animal slaughter, there will be war and famine." If we do our part that is one less animal slaughtered for our sense gratification and one less war victim. (Karma) what goes around comes around. Know the science of karma and reincarnation and everything will make senses. It does for me. I will not support war by eating the flesh of innocent slaughtered animals.. Will you?

Put simply, it won't. Politicians have used it as a tool fix the problem of them being stubborn. If they don't have it, they want it, and if they aren't given it then they will take it with war. I think war will untimately destroy and annihilate our civilization. They dont think of the consequences until it is too late (like global warming, they know its happening so they are makeing more coal factories). It just doesn't make sense.

There will always be people who want to achieve their means by force.

Hopefully though, there will come a time when the majority of people do let let the person who only seeks to kill achieve their goal.

When all the countries unite into one single country embracing all the peoples on the planet.

Meanwhile, having more women and gay men in power and in government would help a lot to defuse the aggressiveness of the stupid middle-aged heterosexual males who always want to make war because they no longer can make love.

(celebrate diversity - yeah right. I think we should celebrate what unites us, not what divides us. Diversity only brings division and eventually war - this is human nature)
