There are many neo-Nazi organizations and skinhead groups in Russia. The authorities turn a blind eye on them. That's why public organizations and human rights organizations are beginning to monitor the activities of hate groups. What's the best way of doing that?

Considering that the web is crawling with terrorist organizations and neo-nazi groups, my best piece of advice would be... open their eyes?

Well, in the States, these groups actually don't do much to hide their activities. They're proud of themselves and think they're the ones who are on the right side. They have web sites, radio shows, public access shows, newsletters, magazines, etc etc. If you want to keep tabs on them, they make it pretty easy.
