we always blame the government.. shouldn't we blame the terrorists?

Of course, because whenever soldiers are killed people blame Bush and its not his fault. The terrorists have no right to kill Innocent people over nothing.

The government is the reason that the soldiers and marines are there in harm's way... We can blame the terrorists for the attacks on Americans that happened on September 11, 2001.

Well it's the government that sent them. The terrorists just defend themselves. So it's the government to blame. If they didn't start that stupid war almost 3,600 American soldiers wouldn't have died.

It is both their faults, but people are not terrorists because they do not want to be controlled by another country.
