Most 16-year-old girls would wear whatever their mothers handed down to them (unless they were married and thus would wear whatever they could make or buy). A few, whose parents were wealthy enough, would wear whatever was fashionable this season.

Keep in mind that the concept we have of teenage culture didn't come about until the 1950s. Before that you were an adult or a minature adult (a child). Dresses with petticoats. Pants were still outragous even when worn by cowgirls.
