If they ejaculate while masturbating then yes it can if they have not kept some tissues handy and made sure that they cover the head of their penis just before orgasm .
But boys being boys , some will want too see just how far they can shoot "" so in that case it can make a mess , and if it gets on your clothes it can be a bit embarrassing when you mum has to wash them !
The other embarrassing times can be after wet dreams where you have no control over the resultant mess , but all parents are well aware of what happens during puberty .

YEARS (1962- 1965) ago, I had a gf and every time we'd go out, she'd stuff some tissues into her purse. She would put a bunch over the head of my penis and catch the ejaculate so it wouldn't make a mess. Proper prior planning provides proper professional performance. Only a few times did she not do that. She wanted to see it come out...then she got a warm wash cloth and cleaned my stomach and chest up.
