You must spend your money for the best brand.
As I know HP and Dell are the best in laptops for a long time and they are very reliable too. I trusted HP and I bought a HP laptop 2 years before, and still like the day I bought it. Didn't even have to service it at least once up to now.
I recommend you to buy a HP (with experience) or Dell laptop.
On www.hp.com you can even customize your laptop. And also you can check the price.

Check the type of user privileges you have. If you are only a Power User, you can set the Admin Priv. as follows:
Putting yourself as administrator is simple. First, you need to know the administrator password. Most people forget this, but it can easily be reset in XP (Let me know if you do not know the admin password, I will show you how to reset it.)
1. Log on as the Computer Administrator. (This is the built in account which cannot be deleted. You can access this by clicking the LOG OFF button on the start menu and getting to the log on screen. Press CTL + Alt + Del to be able to enter a name, enter Administrator and the proper password.)
2. RIGHT Click MyComputer,
3. Left Click Manage.
4. In the Computer Management Window, in the Left Frame, Double Left Click on
Local Users and Groups.
5. Double Click on the folder which has popped up labeled "Users".
6. In the right hand Frame, find the Account which you normally log on with. Double Click on that entry.
7. In the resulting window, click on the "Member of" Tab.
8. IF your account does not say "Administrators", then you must be added to the group. (If it does say Administrators then you may have a bigger problem.)
9. Click the ADD button.
10. Click the ADVANCED button.
11, Click the FIND NOW button.
12. Find "Administrators" in the list at the bottom of the window and click on it.
13. Click OK.
14. Click OK again. The list of groups should now show Administrators in the list.
15. Click OK, to close the listing.
16. Close all windows and reboot.

this is the do with the new vista "user account control" were you need to have administrator rights to install certain programs
to install your installation cd,insert the disk and when prompted click cancel to go back to the desktop, then click computer, and right click the drive which your disk is in,and then choose "run as administrator",this will now let you install the installtion cd as normal
even if your the only user on the p.c,it still asks these security questions, this is what makes vista even more secure than any other version of windows
it makes you think how we managed in the days of windows 98,and some guys still use that!
hope this helps
good luck mate!

distinctive people have had issues in doing this. according to how old your laptop is, Vista got here out with plenty extra as much as date hardware which desires Vista OS drivers to run them. the difficulty arose through fact XP has no basic drivers to run that new hardware and consequently there at the instant are not any drivers obtainable. So distinctive them had to place Vista back directly to overcome it. although once you're saying sluggish you do not say how plenty RAM think approximately. some laptops and pcs have been first popping out with 512 MB. Microsoft reported that it mandatory a minimum of a million GB of RAM to run effectively, yet cautioned 2 GB. Vista has continuously been sluggish on the grounds that's an excellent source hogger. it is all pics and eye candy and demands massive quantities of RAM and CPU utilization just to run the bloody element not to show do something with it!
