It could mean a lot of things but it is alarming and hence you should take your child to the doctor. Rectal bleeding in children could result from:
1. Constipation or passage of very hard stools.
2. A viral or bacterial infection which is invasive to the intestines.
3. This might sound strange but yes, sexual abuse should also be looked into.
4. May be rare in children but rectal cancer or other malignancies in the intestine
5. Intususception or the telescoping of the bowels into its own lumen which is rare in your nine year old.
6. Could be an early sign of any blood disorder such as low platelets or leukemia.

PLEASE DON'T BE ALARMED BUT PLEASE I ADVICE YOU TO BRING YOUR CHILD TO A PEDIATRICIAN AND HAVE ALL THE WORK UP AND TESTS DONE AS SOON AS POSSIBLE.

The child maybe severely constipated or lactose intolerant. If this hasn't happened before than the child must be severely constipated and needs to see a doctor immediately. The child may hay have to have a enema or be placed on a laxative for awhile. Other things that can cause rectal bleeding is due to stones in the gastric region but I severely recommend that you take the child to the doctor to get a proper diagnosis...

The best thing is to take your child to the doc., without being seen it would be difficult to diagnose his / her symptoms.
It could something minor as their stool being too hard, the blood would be bright red. If, it is darker the blood comes from further up in the intestine & it could be something more serious.
