I'm not talking about fire signs, air signs or masculine/feminine, but the percentages in which each planet and sign affects you. Is there a website about this?
Is it about the degrees?

Once you have your chart up, look to angular planets; especially those in the 1st house or aspecting your Ascendant from somewhere else in the chart. Every planet that is either in the 1st house or is aspecting the Ascendant will certainly have an effect on you. They will color your character, all of your motivations and personality, for better or for worse.

Next evaluate the nature of any planet aspecting the ascendant and the nature of the aspect itself. For instance, Mars is a warrior; brave, confrontational and quick to wrath. If he aspects with a trine or sextile, then you'll control these tendencies to an acceptable degree. If by conjunction, square or opposition, then not. The same is true for all the planets.

After you evaluate the 1st house, look to the 10th, then the 7th, then the 4th. Those will all be greatly felt and will operate with full power in your life. Take note what houses the angular planets rule as well and what those houses represent because an angular planet will make it happen for sure.

Also look to the planet that rules the Ascendant if it's not in the 1st house. The ruler will greatly color your motivations and its house position will show the area of life to where you are greatly drawn.

Usually I just count how many times any sign appears on the chart. If you have four balls in sagitarius and three balls in aquarius, i would then believe that you have are primarly a sagitarius and an aquarius.

Many websites include Lilith, Juno and Pallas on the birth chart but i don't count these balls in. The reason is, Juno and Pallas are only satellites, and Lilith exists. So as long as nobody tells us where Lilith is, i don't count it.

On the other hand, the newly found dwarf planets of the Kuiper Nelt are important bc they are bigger than Ceres, and Ceres is nearly as large as Pluto. Chiron is just 200km wide but he has its own orbit, so i don't know webster or not it should be counted in.

In any case, i believe that the angle between any of these orbs and the North Pole affects us, because quite a few generate or deflect the UV rays (the sun, the moon, Mercury, Venus and Mars at least) and they have a magnet-like influence on us. Indeed the Moon gathers the sea towards it, and the sun attracts the plants like a rock star.

For now the planets and dwarf planets that i count in are Mercury, Venus, Mars, Ceres, Uranus, Saturn, Neptune, Pluto, Orcus, Quaoar, Sedna and Eris. Jupiter should clearly indicate the chinese sign but i don't get it, he seems diametrally opposed to the chinese sign. :(

That aside... the pop scientists often mutter about the cosmic rays when they are asked to explain the carbon datation. Yet they don't tell where the rays are generated. This could be just the sun rays that are gathered and deflected by the other planets. If that was the truth, the angle of a planet relative to the *Sun* would indicate its influence on us, as well as its angle relative to the earth. And that would clarify the thoughts of an eastern astrologer, who bases his conclusions on the moon phases, when we know that the Moon does an orbit around the earth in 27 days, but has a phase of roughly 29.5 days.

About the sun sign, i believe it to be accurate because we base the sun signs on the solar year, which is recorded by the gregorian calendar. For instance we know that the nocturnal solstice happens at december 21 or 22 wether we are in 2007 or 1949, and that's a good indicator of the sun's angle relatively to the earth's poles.

You can calculate the strenght of the planets and houses using a technique called "Gragha Bala and Bhava Bala".

This is calculated using six components
1. STHANA BALA
2. DIG BALA
3. KALA BALA
4. CHESTA BALA
5. NAISARGIKA BALA
6. DRIK BALA

Any vedic astrology software can give these details.
