I recommend the Wondershare DVD Slideshow Builder. I can't say it is the best graphic program, but it must be a very easy to use. I have maken many photos and videos to slideshow. I find it very convenience and powerful. You can have a free trial.

Try checking out photodex proshow gold at http://www.photodex.com. But the program will run you $70. It's a very good slidehow program though. They do have a standard version ($30). And what's better is they have free trial download you can check out to see if it's what you're looking for.
