like what does it mean in english if someone were to say " ang sagwa noh?!"

There is no direct translation of "sagwa" in English.
But usually there is a slang Americans use when say, the clothes is unfashionable or not befitting: "It's Skanky" or "eye-sore" and most of the time you will just hear this: "ewwwww"

not appropriate, unsightly, disgusting is already on the superlative degree and somehow distorts the meaning of SAGWA.

sagwa means "terrible, horrible, awful, dreadful, fearsome, unpleasant, appalling, unattractive... ect..."
