Get yourself a popup blocker program such as the ones available with the Google Tool Bar (http://toolbar.google.com/T4/index_pack.html)
or Yahoo! Tool Bar (http://toolbar.yahoo.com/).
There are also many commercial and shareware programs available at varying prices.

there are a number of things you can do, and they all depend on what type of popup virus you have.
When you find out any file names or site names that are involved, do a search for them (possibly on www.techguy.org) and hope that other people have had the same problem, and someone else has managed to solve it.
Another thing to help a little is "don't use IE!". because it is a big corporation, the hackers generally make the virus work around that, as opposed to the likes of Mozilla or Opera. (kinda like getting one up on the big man) Don't get me wrong, IE is good in it's own right, and alot of secure sites wont work with anything but IE. (But why sites that you need to be the most secure only work on the least secure web browser, I don't know!?!?)

You have ADware on your computer. Update and run your Virusscanner, as well as the following three:
Adaware SE Personal
Spybot Search and Destroy
Microsoft Defender.
THese should help get rid of the popup programs which sit on your hard drive.

You have "Adware". Try downloading Lavasoft Ad-Aware or a similar free sweeper, and run it. If that doesn't help, get it fixed at a store or call up the geek squad. Once fixed, get an anti-virus and anti-spyware program and have it run when your comp starts to keep you protected.

The source: you probably went to a website of questionable legitimacy (bad website) and possibly downloaded something. To fix it, download a popup blocker.
However, this will treat the symptoms, not the source. You will want to run a virus scan or 2, just to fix the root of the problem.
