Too much traffic from your side.
Your broadband limit has been met. Basically meaning that you have spend so much time on Yahoo answers they flagged you to make sure you are not scamming. It stays in place from an hour to twenty four hours. It has happened to me too, but it goes away after a while.
If it stays for a very long while, a solution is to clear your browser's cache and cookies.
CACHE:
For Internet Explorer see http://www.microsoft.com/windows/ie/ie6/...
For Firefox 2, click the "Clear Now" button under Tools > Options > Privacy > Cache. Then, select "Cache"
COOKIES:
In Firefox 2, do this under Tools > Options > Privacy > Cookies > "Clear Now". Then, Select "cookies"
In IE, do this under Tools > Internet Options > General > Browsing History > Delete > Delete Cookies > Yes
