Does this mean my mum can't stop me from going to the cinema for my friends birthday? If she can stop me, please explain why.

That means, your country cannot restrict you to go for cinema or birthday party. But your mother is at liberty to stop you. Your rights are based on your national laws which protect you against your parents. International human rights mandate countries to make laws to enforce your safety.
