If I let my friend borrow one of my cars for a length of time and ask her to return it and she keeps delaying, can I report it stolen?

Yes. She is in possession of your vehicle without your permission.

Yes, if you've asked for it back and it's passed the length of time you've agreed on and she refuses you can report it stolen. The car belongs to you and not her therfore you have your say over hers. The police will locate it and return it to you.

yes, you can report it stolen and the police will recover it for you. they will ask if you would like to press charges but you probably shouldnt, because your friend had permission to use the car. unless you have documented proof that you asked for it back
