Stanford-Cal had the band, but I think as a whole game I'd go with Boise State vs. Oklahoma.
It wasn't just the Statue of Liberty play, or the hook and lateral. It was a great game all along, and those last few minutes were amazing. The underdogs throw a horrible interception to give Oklahoma the lead, and what should have been the game. But then they somehow tie it with an amazing trick play on fourth down. Finally, they cap it in OT, choosing to go for two instead of the tie, and taking the game. And then their star back proposes to his cheerleader girlfriend on national TV?
Seriously, a Hollywood writer couldn't have come up with a better script than what happened that night.

Most Simply -- "The Play"
However, the conclusion of the 85th Big Game on November 20, 1982 would go down as perhaps the greatest play in college football history. Cal held a lead late in the game, but Stanford, led by John Elway, drove down the field to retake the lead and seemingly elevating Elway to the first Bowl Game of his college career as Stanford, with a victory, would likely been invited to the Hall of Fame bowl. More importantly, Elway, with a victory, might well have won the Heisman Trophy. In what is now known simply as "The Play", four Cal players lateraled the ball five times on a kickoff return with four seconds left on the clock. The final ballcarrier, who was also the initial ballcarrier, ran for a touchdown through the Stanford Band, which had run onto the field to celebrate prematurely (although the game clock had run out of time, in football the final play is allowed to be completed), knocking down the final Stanford defender, a hapless trombone player. The Play is often recounted with KGO radio announcer Joe Starkey's emotional call of The Play, which he hailed as "the most amazing, sensational, dramatic, heartrending, exciting, thrilling finish in the history of college football!" The legitimacy of The Play has remained controversial among some Stanford fans. To this day, the final score in the official record shows Cal winning by a score of 25-20, whereas in many Stanford publications it is recorded as Stanford 20, Cal 19.

UT vs. USC - Rose Bowl National Championship
Two heisman trophy winners vs. a future NFL Rookie of the year, three top first round draft picks. (oh yea and vince put up 467 yards against both trophy winners)
The two teams with the best wining percentage in teh last 10 years. One of them with a 34 game win streak on the line.
Two premier college head coaches. Two stacked defenses and even more stacked offenses. A close game at halftime (Texas 16, USC 10), but the tides turn with 6 minutes left UT down 38-26.
Then it begins, One man leads a team to a 17 play drive for the ages, the defense makes a sick stop on 4th and 2 aganist LENDALE WHITE (no slouch), and the Vince comes back again with 2:00 left and singlehandedley leads texas to a national title (not than anyone doubted VY when he had the ball)
With 19 seconds left, when vince crossed the goal line, he single-handedly ended one era of college football and started another one. UT now owned the longest winning streak in the nation and had a National Championship.

Texas - USC 2006 Rose Bowl..No Doubt. This is why: It was a close game until about 5 min left in the 4th qtr. USC was up by 12. 38-26. Vince takes Texas down to score. Then the defense stops USC on a dramatic 4 and IN. Vince takes UT down to the endzone again to win the National Title. Although BSU - OU was a good game, probably top 5 of all time. It wasn't for all the Nat'l title.

The final score was 55-24 U.S.C.ANTHONY DAVIS WENT CRAZY.Another good game THE OHIO STATE BUCKEYES@OKLAHOMA IN 1977.
