I received a letter, stating that I´m a winner, and was given a telephone # to call - 011 44 7789 238 444 - Can anyone verify for me if this is a legitimate ph number for an official Lottery contact?

No it is a mobile phone number.
If you didn't buy a ticket you don't win a prize.

It is a scam.
