As a Pakistani, its very simple let me explain. India is 10 times the population of Pakistan. 1.2 billion versus 160 million..thus there 10 times as many people with access to internet...it wojuld be pointless to make one for Pakistan, if India was only 160 million people and not 1.2 billion people it would probably not have one.
