Most everybody will agree that texting while driving is dangerous. But do you think a law targeting is the right solution?
If so how do you differntiate between texting vs. scrolling through your contact list?
Or looking at the clock on your phone?
Or simplying holding your phone in you hand while driving?

I guess I should have worded the question better. Should we increase the amount of laws. Cops don't pull somebody over for being drunk, they pull them over for reckless driving.
If you pull somebody over for texting how do you prove that they were texting and not doing something else with your phone.
There are already laws in place for this issue. Adding more just waste time for more important issues....ie. corruption.

I think sometimes we make too many laws, but this time..... yes it's needed. And if people are being dangerous doing those other things, then that needs to be banned also.

Well, holding your phone in your hand does not distract your attention from the road. Looking at the clock takes the same amount of time it would take one to look at his mirrors. And scrolling through your contact list is not something that you need to pay attention and make sure you are hitting the right buttons the right amount of times and so forth.
That being said, I think we have enough laws on the books as it is and if some idiot wants to crash his car because his text message was more important than being smart, well then, let the thinning of the herd begin. Only issue I have, is if one of these people slam their car into me and I too suffer serious injury or worse. Then, if I'm around the idiot will pay me and if I'm not the idiot can pay my family.

If it's not obvious to people that you shouldn't play on your cell phone while driving, then make laws against it. Playing with your phone is playing with your phone, you cannot watch the road and your phone at the same time. If you need to use your phone, stop and pull over or use a hands-free device.

Some states ban cell phone use in cars for any reason. I'm sure more and more of them will ban the use now that texting is here, just because of the excuses you gave.

If you see somebody using their cell phone in a hazardous manner, just tell them to stop.
Soon, it'll become common sense not to use your cell phone while driving. Just like a lot of common sense, it doesn't appear logical at first, but in practice develops much more efficiently than a legal ban. One can break the law, but generally one doesn't break social manners [there are, of course, special cases, but generally there are other problems that are more severe]

Is the ban on drinking while driving the right step?
Is the ban on speeding while driving the right step?
Is the ban on leaving your children in a hot car while shopping the right step?
Is the ban on pulling someone on a skateboard while driving the right step?
Think real hard and you tell us!

I think so. It's a sad state of affairs that we have to make boneheads think, but if this wasn't an issue, it wouldn't have been made into a law.
