If you were to finish your basement, does that count toward your living square footage?

Depends. It counts as finished sq.ft. for example in a listing, however in an appraisal, the above ground sq.ft. is more important.

It mostly depends on how it is finished. If you complete it with ceilings, walls, and generally convert it to full finished living space, it will be assessed at a certain percentage of above grade living space.

If you are asking for resale purposes, it is not counted as house square footage. Generally, the footage is listed separately as finished basement footage.
