For shopping, Cebu is just as good as Manila, but less crowded and less polluted. For sightseeing, I'd suggest Baguio. Been there a couple of times and it's nice. It's crowded downtown, but still has nice places to see. For water sports, Boracay is nice, but so are many of the other resort islands. Palawan too. I agree with a previous answer though, if you have family there, visit them and do some catching up. They will know places that you may never find out about. I've never been to Davao, but I hear it is nice.
There is a gigantic duty free area at Clark, on Luzon. Close to there is a hotel called Woodland Park Resort. Very nice place to stay, good food, olympic size swimming pool, and a place for adults to hang out after kids are in bed. Can reserve on internet and they will pick you up at the airport if you request it.
Have fun while in the Philippines, I always do. My family and I will be going in April for a month.
