It differs by state for the primarys.

At the moment (assuming they do not change it), it will be February 19, 2008 in the state of Wisconsin (92 delegates at stake there...48 of which automatically go to the winner of Wisconsin's Democratic Primary...the other delegates are divided as follows:
26 allocated as to proportion of vote.
8 DNC members (vote how they want)
7 members of congress (vote how they want)
1 governor (votes how he wants)
2 "add-ons" picked by the states Dem Party (vote how they want).
