Maybe that is intended to replace the duct tape used to hold the plastic down during a chemical attack.

I wonder how one cuts it? That must be some strong tape because it sure is everywhere and especially in Washington.

I've never understood why Congress buys so much pork. I never hear about beef, chicken or turkey. Always pork.

The context he mentions refers to bureaucracy or what we call red tapism, not in the literal sense of the term!
