I was on a train in Belgium and my laptop bag was in front of me. Then, I felt something fall behind my back on my seat, so I turned around to give it back to the person behind me. It was a cellphone, so I gave it back. Then the person behind me said that he dropped something else, so while I was looking, his partner may have snatched the laptop from in front of me?

Is this likely? Have you ever heard of this? This is what I think happened to me.

Sounds like they were working together.

Once in London I was walking down the street looking like a typical American tourist carrying an expensive camera and I noticed some guy across the street kind of sized me up as I was walking past him.
A little further down the street I encountered some guy who claimed to have collapsed and needed help. Of course this other guy had followed me up the street and stopped a little ways before he got to the downed man. Instead of running across the street to help this guy I pulled out my phone and yelled over to the guy that I was calling for help.

Both him and the other guy who was walking up the street took off running at that point.

That is a technique called distraction, meaning both people were involved, the one tellin you he dropped something else, was buyin time for his conterpart to snatch your belongings and leave without being noticed. It happens all the time, my advice is this, dont just set something down that is valuable, always keep it on your person. its harder to take from someone who has the item attached, then it is to just take off a chair or table.

Sounds like it. While in the crowdy area, thieves distract you and then snatch away their target. The series of events you experiences sound too convenient to be an coincident. You just have to be careful next time. Keep your important documents close to you and avoid crowds if you can.

These theives were very smart and usually work with others. They would attack on innocent people who look like they would help a random stranger. I'm not saying you shouldn't be mean and not help someone but always take extra precaution.
