If you're walking past someone, I highly doubt you have much risk at all. And if you are just walking past, either turn your head away from the smoker, or hold your breath for that very short period of time. Or walk around them.

When you're walking outside, there's not really a good way to avoid it other than holding your breath for a few seconds.

If you're in a suburban or rural environment you have plenty of space to go round him.
If you're in an urban environment, the contamination around you is so high that the extra smoke is not going to make a difference.

Um.....you are walking by someone who is smoking? Gee, how about holding your breath for the couple of seconds it takes you to walk past them.

Hahahahaha, matt DESERVES best answer.
However, my advice is don't breath it in, turn your head away. Or yell at them, that's what I do.
... although now all the smokers at my school hate me.
Meh, their own damn fault.
Yes, anyways, just tell them they're not only killing themselves but you too. :) Or just walk around the person. Or shoot them dirty looks. Or walk by and start coughing. Or just yell at them.

Wear a goldfish bowl over your head and seal it airtight with liquid rubber. Be careful, you will die after a few minutes from lack of oxygen.
