It's a hangover from the pre-mass communications era. People didn't used to travel the way we do, chances wereyou'd never meet anyone from a different part of your own country, let alone a foreign person. With language developing independently in these little social pockets, of course there would be variations in pronunciation, same as you get different slang.

It is becoming less pronounced with mass media proliferation and will probably disappear as the world shrinks - I hear traces of Californian twang in the speech of teenage girls in the UK, unthinkable even 50 years ago.

If there are prejudices against accents then the best bet is to rise above it, or learn to speak with a different accent - received speech (or BBC or Queen's English) is non-traceable.

Different accents first developed because of the effect of the indigenous languages of particular areas. Before travel became easier etc, language was more seculed to certain geographical areas, thus all developed their own accents. However, now people speak the same language over larger areas but the original indigenous language still has an effect as it is passed down as people learn the accent of those around them.

Children have the same accent as their Family because they are the ones who teach them to speak.

Children pick up the accent because everyone speaks it around them.

accents develop as random quirks which catch on, and since children learn from those around them, they pick up the accents of those around them.
