It can be. Dental amalgam (an alloy of silver and mercury) is a solid when it sets.

In general, an amalgam is any alloy made with mercury as one of the components. If the percent of mercury is high and that of the other metal is low, the amalgam might be a liquid at room temperature. This is rare, but it can happen.

An amalgam is a mixture of mercury and another metal. Mercury is liquid so depending on how much of the other metal is present, the amalgam can be solid or liquid. Just like adding a teaspoon of sugar to water will give you a sweet liquid solution whereas adding a bit of water to sugar will give you a solid lump of sugar

Not neccessorily.
liquid zinc amalgam: visit http://www.springerlink.com/content/ql7n8318677r4759/

A solid, thin sheet of an amalgam is formed by first mixing together a liquid metal and one or more powdered metals to form the amalgam in liquid form. The liquid amalgam is then spread out over a surface to form a thin layer of the liquid amalgam. The temperature of the thin layer of amalgam is then reduced to below the melting temperature of the liquid metal in the amalgam to form a solid sheet of the amalgam. The solid thin sheet of amalgam can then be removed from the surface. The solid thin sheet of amalgam can be stored at the lower temperature until it is desired to use the amalgam.

Just a little extra, during the gold rush miners would remove the gold from the crushed rock by adding Hg.. Then boil off the Hg to get the pure gold.WW1 and WW2 submarines used Hg as ballast because of its high sp gr and liquid state to pump to different areas of the sub to dive quickly.
