I think it's appropriate for pet owners to sit down and discuss these matters as they start showing more curiosity toward the others of their species, and well before the time they start to explore other cages, kennels, corrals or pens.
Make sure they learn the facts at home and not out on the streets, or even in obedience school.

I would say the earlier the better, before the heat, of being a real animal, takes over. Tell them all about, the birds and the bees and the flowers and the trees, and the moon up above, and a thing called love.

Sorry, they don't listen to "the talk". The only way to prevent unwanted pets being created is to spay or neuter your pet.

When they are old enough to meow or ruff for that piece of meat hanging on your fork.Then thats when you do that talking. Dont wait, you know how them younguns are.Very curious, and always into something.

Never too early! We had a cat when I lived out West in the country... when she had her first litter, we didn't think she was old enough to have conceived, and when she had her second litter, we did not think the kitten who impregnated her was old enough.... so I repeat... never to early... start whispering in their ear as they are still at their mother's teats, about responsibility and morality.
