Well, I think it's quite safe for you to say that. It would be a bit difficult for soldiers of the First Royal Deserters regiment to say it.

That is difficult to understand what you want. If you mean her face is pretty, say she is pretty or nice looking, or attractive. If you mean she has a beautiful manner, say she is lovely and kind. If she is the most beautiful woman you ever saw, say she is gorgeous or a knockout. If she is a little child say she is cute or darling.

Without identifying the she, note that beauty is a subjective concept influenced both by personality and physical attractiveness.
