Most terraced houses in cities have brick garden walls at the back and price is not affected. However if you are talking really posh houses with gates and gravel drives etc. I'm sure it makes a difference. Especially if they are well maintained.
I think wooden fence panels are the norm for most of us.

Most definetly for the following reasons
1) they are more sturdy
2) there is no need for regular maintenance
3) they make the property more secure
4) they look better especially as there are some lovely bricks around
5)They will not rot or fall apart (not for a long time at least).
