I don't think you're going to be able to get certified for anything for free. If you want to take cheap online courses try your local community college. They usually offer certifications, diplomas, and associates degrees, and they are cheaper than most 4-year universities.
Just make sure that the school you go to is accredited and has some credibility in your field.

A legitimate CERTIFIED program in almost any field means that you took a class from an authorized instructor, and passed a proctored exam of some sort. For CPR, this is almost always a written and practical exam. This costs something to do correctly, and there is just no way to ensure that someone has mastered the hands-on skills for CPR without seeing them do it on a approved manikin. Even the few legitimate on-line programs out there have some overhead associated with the programs. One thing to consider- different employers or schools have different standards as to which certifications they take. Before you take ANYONE's certification, make sure it is accepted where you are going to work or go to school, If you are not sure, the American Heart Association, National Safety Council and American Red Cross are the most widely accepted certificates around.

Some of those "TV Commercial for-profit schools" are as legit as any other college. Some aren't.
You don't tell us in what you want to take courses or be certified. There are indeed free courses out there. Some are very good, some aren't.
For example, if you're interested in the field of disaster and emergency management, the Federal Emergency Management Agency offers a bunch of free courses for anyone interested. You can even get college credit for them.

They're free because your government would like people to be prepared for disasters.
If you're interested in response to terrorists then you can check out a course that's free from the National Fire Academy called Emergency Response to Terrorism

This just happens to be a field I know about - there are other legit free courses in other fields as well. You just have to decide what you want to learn about.

1, you do not say what web site , 2 I'm doing one right now
and i don't think there is anywhere on the internet where you can get a free course online its just not possible, try learndirect or your local library who will point you in right direction.but why you think there are free courses out there is beyond me, some bits are free like help and tutorials , but to coin a saying "there's no such thing as a free lunch " .
Of course there are many many courses online in various fields
much cheaper than the class room but 1, you to put the time in and 2, you need a credit card.

What does certified mean?
What type of course and why would it be free?
If you are talking about a college course online, nothing is free unless a fee waiver, scholarship, or money out of your pocket is paying for it. As long as a school has credentials and is not one of those "TV Commercial for profit schools" it should be legit.
