yes, the umbrella organization is the national disaster coordinating council. every province, city and municipality has their own disaster coordinating council. there is also the phil. national red cross, dswd, and other non-government organizations.

why?

The Philippine National Red Cross conducts DPRS courses - - - Disaster Preparedness and Relief Service.

With every day pass, our country is getting into more and more trouble. The inflation, unemployment and falling value of dollar are the main concern for our Government but authorities are just sleeping, they don’t want to face the fact. Media is also involve in it, they are force to stop showing the real economic situation to the people. I start getting more concern about my future as well as my family after watching the response of our Government for the people that affected by hurricane Katrina.

I wouldn't count on much, if any relief from the local government.

Best to have your own kit ready. In the kit you need:
1. Flashlight with extra batteries.
2. Portable radio, also with extra batteries.
3. Enough dry food and canned goods to last 3 days for each member of your household. Don't forget bottled water at 1.5 liters per person per day.
4. One burner emergency stove and a pot to cook things in. Plus a plate, cup and eating utensils for every person in the house.
5. At least one set of dry clean clothes and sandals for each person.
6. First aid kit.

If you do all that you'll be way better off than most if a disaster strikes. It's typhhon season and you need to be ready before anything happens.

Our relatives became hit by Ondoy. we are ok now. We left the situation we've been renting and have moved to a plenty larger floor, a place without anu background of flooding (different than at highway point). yet whilst pepeng became threatening, we offered all which would be needed: flashlight, clean batteries, dried fish and canned products, rice, an further tank of LPG, ropes, greater cellular telephone batteries and we charged them totally, greater "load", water for ingesting and cooking. Plastic bags to maintain clothing dry, in case our larger floor seems to be no longer severe adequate.

I was there at 9/11 and saw people getting killed only because they panicked like crazy for one reason: they had no idea what to do. Hell, I was supposed to die too if it weren't for this former army guy. After reading this course, I gotta tell you.. I remembered and understood every move he made to keep the both of us breathing. if you're asking if the goverment has sufficient program for disasters, well, i don't think we have. we only act on it when the disaster has happened already, bad sounding as it may seem. We have the resources but people from the higher ups either don't use their common sense when it matters the most or they are too busy with their "xtra-curricular activities" and only come back to earth when many have been harmed or worse, died from these disasters. when do we learn our lessons?? we are said to be intelligent people but we don't put our intelligence to good use..tsk tsk tsk

I've been to an NDCC (National Distaster Coordinating Council) meeting - and that's a disaster in itself. No one seems able to make up his or her mind, nor capable of taking any responsibility.

In general, we're poorly prepared for disaster and it's only thanks to volunteer organizations and foreign governments who assist that we have any real response available.

And then we will BLAME the Government, the rich loggers, the moon and the stars above, and anything that moves.
