It's probably calcium deposit. Just use some vinegar and water and it should go off.

Do not use any chemicals or soap, if you plan to put fish in it. You can use vinegar and water and just scrub scrub scrub! Make sure to rinse very well when you're done. When you can't smell the vinegar anymore then you're ok. You can also use a diluted bleach solution. Use one part bleach to 20 parts water and scrub it. Then rinse it super good and let it sit in the sun to dry. The good thing about using the bleach method is you'll kill any nasty germies that might be on it, too.

Don't use any chemicals
the best thing to get that stuff off is with a vinegar solution or a lemon juice solution
and rinse it well with hot water

Hope that helps
Good luck

I use diluted bleach, or in a pinch, VERY heavily salted water. Either of these will take anything off of the aquarium, and are completely safe for any animals.
