Honestly, even if you don't belueve in the existence of destiny or the existence of some spiritual realm and your beliefs are firm, you can never really distinguish between personal actions and pre-written actions. You may set a glass of water on the table and think the decision is yours. But there are so many influences in our environment. First of all, there are psychological influences that manipulate carefully - internet, TV, daily life, people, opinions etc. Then there is the possibility of a spiritual manifestation that works from the shadows.
The truth is that most people prefer to live in the idea that they're the ultimate controllers of their own selves. But they only believe in it because they're unaware of the existence of other factors. So it's all reduced to perception.

Everyone is in charge of their own lives. Those who believe in religion: "you are given the responsibilty to take care of the 'life' entrusted to this your vessel (body), suicidal means throwing away/neglecting that responsibilty".
That is why, self-sufficiency is essential rather than relying/dependant on someone else. You can never be too reliant on someone else, because the next thing, you can be left to die. People may be in charge for what you do, but not to let people abused your life, because it's your own life is yours to take care off.
