setting them is easy because who sets them has one brain,, following them is not that easy cause not all brain thinks in the exact order of the brain who sets them.

If you make the rules then you may not follow them if you can figure out a better solution. If you don't make the rules then you may not follow them because you find them stupid or powerless. A rule that is either stupid or powerless is not much of a rule.
