I worked for small lousy company that has not paid me. Along with sending a complaint to Texas work force comission..I am planning to open a site and disclose what they did to me. Is that considered defamation ?
I dont wanna get in a legal trouble.

As long as you keep to the truth you'll be fine. Just make sure what you say is true and accurate, and that you can back it up.

Not a good idea personally, as anything and eveything that is posted on that site can be used against you in a Court of Law, or professionally, as no company wants to hire a snitch or troublemaker and it leaves you wide open for civil liability if you publish anything that you cannot PROVE by the preponderance of the evidence is true.

If you have a contract with the company, the hire a lawyer to collect the amount owed under the terms of the contract. If you do not have a contract, then let the Texas workforce commission investigate the claim.

If you want to jeopardize your case then do it> Otherwise, don't!
