Can electrolytes work as capacitors?

An electrolytic capacitor depends on charge separation between two plates, like any other capacitor. It's merely the material between the plates which is special. The electrolyte itself doesn't separate the charge. It would be impossible to get ions to separate in the mode of a capacitor - the forces between them are too strong, and they are too mobile.
