That's so absurd. Men are fully capable of keeping a lid on their urges if they want to. They've got hands and access to lube. That concept is just a silly way to make women responsible for both sex and rape (it's our fault if it happens, not poor, silly men's!) while also denying that women have strong sexual urges, too. Heh, I'd even say that, certain times of the month, many women have _much_ stronger urges than men, and we can keep our pants on. Really, it's incredibly insulting to _both_ genders.

When men AND women control their urges, they are really just submitting to society's constructs. The phrase "control their urges" should be replaced with "repress human nature." Is that natural or healthy?
If it is true that men do not "control" their urges as much (or as well), then sure, it could be because men are incapable of doing so. However, it could also be that they are capable, but don't feel the need to repress these feelings. It could also be that perhaps women are more prone to submit to society's constructs. Another possibility is that women do not have the same frequency of urges and therefore do not necessarily "control" their urges any better (or more often). Women could just have fewer or weaker urges as men. No extra controlling needed there.
Now, I'm not saying that either one of these is necessarily true, I'm just showing that there are several possibilities.

It is absolutely true that some men cannot control their urges, the same can be said of some women...It is also true that some CAN control them.
If you are talking about sexual urges (as I suspect you are) then there would be far more rapes committed than there are at present if no man could control his urges. Naturally there would be NO rapes if ALL men could.
Women, like men, vary immensely and there are plenty of women who cannot control their sexual urges (nymphomaniacs) and. of course, plenty who can and do control them.
Perhaps the possibly different level of 'urge' is why many people believe (men and women) that women have better control. They don't, but their urges may well be less frequent than men's. This does not, therefore, demonstrate better control, just a less charged (and thus easier to control) 'urge'.
So to answer your question-NO, it is not true.

Most people can control their urges, some choose not to, and some cannot (clinical addictions etc) Fortunately people in the latter category are few and far between. This is true of both men and women.

That is not true. For example, when I first started dating my fiance, I was so taken and in love with him that I wanted to have sex almost uncontrollably. He wouldn't have it. It was too soon in the relationship he said. Basically, I believe it is more about a person's personality more than gender. However, not being able to control sexual urges is more COMMON among men.
After my own personal opinion, it is a fact that humans are the only "animal/creature" that can suppress and control their sexual urges. That is humans, not men.
