There's not a single Muslim country that does not now have, nor not had in the past since at least 1972, terrorists. Their religion encourages it. Fortunately, most don't buy the crap taught in the Mosques and Madrases, or we all would have been wearing either beards or burkas for the past 20 years or so.

saddam fought a constant war on terror against shiite insurgants, and kurdish insurgants. he was brutal but never had the unlimited license to kill the usa has. he would actually try to determine if a person was a terrorist wishing to destroy the gov't of iraq before torturing and killing them. he had better intelligence so he didn't need to torture as many innocents before finding a true valuable information resource.

There was no terrorist threat FROM Iraq -- because Saddam was a ruthless Baathist dictator who hated both Shiites and Sunnis, and hated foreign terrorists more.

There is some possibility that some terrorist groups operated IN Iraq before we went there -- but according to US military and intelligence reports, Al Qaeda was not there before 2004.

Al-qaida presence in iraq started shortly after the invasion.

Sadddam was a baathist, who despised terror orginizations. He did not trust them, and would never allow them to operate in his country.

Yes Saddam Hussein was openly sponsoring terrorism. He was paying the families of suicide bombers $25,000 dollars for any attack committed against Israel.

He also gassed Kurds and invaded Kuwait.
