That would be the circumference of a circle with radius of 3cm centered at P.

I dont fully understand the question, but I'll try answering.

A plane is essentially a surface, so if you were to put the point P at the origin of a coordinate system then add a locus of points to the system all at a distance of 3 cm you will get a circle.

The fixed distance is 3 cm. So if you were to attach a 3cm string to this point P and kept it taunt the only possible shape you could make is a cirlce.

i guess that would be a sphere.. and u can take any plane passing thru point P and have all ur 3cm points on the resulting circle's circumference.
