Most do not belong in the HoF.
Even Say it Ain't Sosa. His slg% never reached .500 the first 5 seasons then it completely flipped around going over ,500 for 10 of the next 11 seasons, including 4 in a row over .600.
In the last 2+ seasons he slg% has returned to what it was in the early years.
So only A-Rod makes it from your list.

Barry Bonds? - Absolutely, without question this guy deserves to be in the hall of fame.
Mark McGwire? - I think McGwire definitely needs to be enshrined. He basically carried baseball on his back and brought the game back to the fans with his chase for the single season record. Nothing I have ever seen in baseball was more exciting than this.
Jose Canseco? - It actually doesn't matter, he didn't get enough votes last year to ever be considered again. That being said, I would say that he does not belong among the greatest of the game.
Sammy Sosa? - I think the bat corking incident hurt his chances, but Babe Ruth was also caught corking his bat (more than once). Sosa has never tested positive for steroids and 5th all time in home runs definitely warrants him a place in Cooperstown.
Rafael Palmiero? - I would say yes except for the positive test. He very adamantly testified before congress that he's never taken steroids but then tested positive in the next season. It's a shame because he was a sure lock to be voted in. At this point, I don't think he gets in to the hall of fame.
Gary Sheffield? - No. I don't think he'll have the numbers to be voted in when his career is over. I also think that with his mouth constantly running, he'll end up making a lot of the hall of fame voters turn against him.
Jason Giambi? - Nope. He won't have the numbers either, and with his public admittance of taking steroids, I don't think he'll even get 2% of the vote when it's his turn.
Alex Rodriguez? - Without question, he will be a hall of famer. I think he'll rival Ripken for the highest voting percentage to get elected on his first ballot.

Well, Bonds will most like be elected because he will be the holder of the homerun record at the time of his retirement. Mark McGwire and Sammy Sosa should make it because they are apart of baseball history. Rafael Palmiero and Jason Giambi won't even get past the committee. Gary Sheffield could possibly make it because of his numbers.Jose Canseco's name shoudn't even come up as a joke.A-Rod is a lock !!!

I think that looking at what they have contributed to the game, and how "giving" they have been as players, I think the two that I chose to go in have done a lot. Bonds has always been out for one - Bonds. What in the hell has he done for the game? Nothing that wouldn't benefit him first and foremost. THAT is not a truly great player. Canseco is just a media whore. McGwire had my vote until he testified at the hearings. It was obvious that he was not wanting to break any laws by denying anything, and that he had in fact done something in the past that would "taint" his record. Palmiero just outright lied. Sheffield I was on the fence about, but the hubby insists that he was a "no". Giambi - current situation states lots on the answer.
Sosa and A-Rod have not only been great players, but they have given to fans and the game alike - without necessarily having personal gain as the motivator. I think that is truly a great player. Anyone can hit a ball with a stick and catch a ball that is hit at them or near them. But the ones that give back and truly appreciate the opportunity that has been given to them are the great players in my book. Think that it is your right to be there is just arrogance.

I believe that out of those, only those who have not been proven with steroids should be voted in. That takes out Jose Canseco, Rafael Palmerio, and Jason Giambi. Then, those who have been very defiant to the Grand Jury, Barry Bonds and Mark McGwire, should not be voted in. Then, Gary Sheffield's play personally is not good enough to get in. That leaves it to Alex Rodriguez and Sammy Sosa.

Beside the Giambi and the whole Palmiero ordeal. Canseco's numbers dont have HOF written on them...look at Jim Rice. If nothing else comes up, nothing proven in court. Bonds, Mcgwire, Sosa, Sheff, and A-Rod.

Sammy Sosa for sure!!! Big Mac yes and one not on the list is Pete Rose (not that there was a steroid issue with him)!! Of course A-Rod will make it and Bonds I could care less. Sammy got a bad deal with the cubs running him out of town and Big Mac and Sosa brought the game back to life in 1998!!!

All of them deserve to be inducted into the HOF. Proof is that prescription drugs are all "legal" because a doctor prescribed them.
They have true skills and a good eye to hit HR's because if they kept taking drugs until now, their eyesight would go, their muscles would be too tight to swing a bat and their attitude would be bad enough that they could not play even one inning of baseball.
Steroids do not help anyone pitch 100mph or hit HR's. They all will be enshrined.

All of them. It doesn't make sense to punish them when steroids weren't against the rules when they were taking them.
